Description of problem:
OSP 17.1 Beta release should be released with Core OVN rpm that is synced with FDP 
release

The current compose from May 17th is using newer COre OVN 

Expected results:
Sync with FDP 23.D release

Additional info:
The FDP23D release does not include the fix that is required for Stateless SG RFE.
