The Perl script that mptopdf links to is not executable.

Reproducible: Always

Steps to Reproduce:
1.Attempt to use mptopdf.
2.

Actual Results:  
'/usr/bin/mptopdf' exists but is not an executable file.

Expected Results:  
Convert metapost output to a pdf.
