We need to backport this change [1] in order to test SRBAC in 17.1. properly. The patch updates the RBAC barbican-tempest-plugin tests so that they work when "system" scope is removed from the barbican policy [2].

Until then we have to execute the modified tests manually.

The required change (https://review.opendev.org/883527) is part of the Fixed in version package -> moving to VERIFIED.
