Description of problem:
OpenShift Virtualization Overview page shows 0 metrics like VirtualMachines, vCPU usage, Memory, and storage if Project is set to "All Projects", but will show accurate metrics if selectring the specific project.

How reproducible:
Easily


Steps to Reproduce:
1. Install OCP-Virt Operator 4.12.3 on OCP 4.12 cluster
2. Start 1 or multiple VMs
3. Go to Virtuazlization -> Overview page and switch between all projects and project where VMs are running to see metrics change from 0 to accurate.

Actual results:


Expected results:
All projects would gauge VM metrics for entire cluster.
