Hi,
Please branch and build python-psycopg3 in epel9 

The current rawhide package builds with this patch which I will attach.

If the branch epel9 could be requested I can submit as a PR.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
