Description of problem (please be detailed as possible and provide log
snippests):

Post hub recovery,  applicationset apps count is showing zero value in overview tab of data policies on new active hub(. (screenshot 1)

Before hub recovery there are total 6 application were showing and 4 on asagare-cluster2 in overview tab of data policies on active hub.(screenshot 2)

Steps to Reproduce:
1. Deploy and configure MDR cluster. zone a: c1, h1  zone b: c2, h2
2. Create subscription and appset based apps on c1 and c2. Apply drpolicy to all apps.
3. Configure ACM observability.
4. Shutdown zone a (c1 and h1)
5. Perform hub recovery to hub: h2.

Actual results:
Not able to see application set apps count 

Expected results:
It should show total apps count.

Tested bz with latest odf build 4.13.0-207. No issue found.
hence marking it as verified.
Attached screenshot(screenshot 3) for reference.
