Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/36282 has been resolved.

Verified on 6.14.0 snap 4

Packages were downloaded before stopping services on 6.13 > 6.14 upgrade in foreman-maintain 1.3.2

Steps:

1. Setup 6.13 satellite

2. Enable correct repositories for 6.14

3. Run upgrade: 
# satellite-maintain upgrade run --target-version 6.14 --whitelist="repositories-validate, repositories-setup"


Results:

Packages are downloaded before stopping services and upgrade runs successfully.
