Description of problem:
evictionStrategy value in HCO CR by default should be "None" in a single node setup ,
currently the value is "LiveMigrate" that leads to raising VMCannotBeEvicted alert

Simone, Moving this to Installation Component, as it is about detecting SNO setup and setting "evictionStrategy:None" in HCO CR.

Checked on SNO cluster and the value is was none
