Description of problem:
Switching from runlevel 5 to runlevel 3 results in a black screen with  blinking cursor at top left. To regain console/login prompt, try switching between TTYs using Ctrl+Alt+F1, F2, F3, etc.

Kernel - 4.18.0-372.9.1.el8.x86_64
Component - gnome-shell-3.32.2-44.el8.x86_64

How reproducible:
Everytime. Always.


Steps to Reproduce:
1. Login to a RHEL 8.4 (or) 8.5 (or) 8.6 machine; Login to the machine in GUI mode
2. Open a terminal in GUI mode.
3. issue 'init 3' command
4. A black screen with blinking cursor will appear.
5. To regain console/login prompt, try switching back and forth between TTYs using Ctrl+Alt+F1, F2, F3, etc.


Actual results:
Black screen with blinking cursor

Expected results:
Switch to runlevel 3 and show CLI login prompt/console.

This issue was resolved with https://access.redhat.com/errata/RHBA-2022:1771 from BZ https://bugzilla.redhat.com/show_bug.cgi?id=1988958 and specifically https://gitlab.gnome.org/GNOME/gdm/-/merge_requests/152/
