Description of problem:
When trying to upgrade RHVH from rhvh-4.5.3.6-0.20230405.0+1 to rhvh-4.5.3.7-0.20230605.0+1, no upgrade packages available.

How reproducible:

Steps to Reproduce:
1. Install RHVH-4.5-20230405.2-RHVH-x86_64-dvd1.iso
2. Login to the host, set up local repo and point to "redhat-virtualization-host-4.5.3-202306050942_8.6"
3. Upgrade the host
   # dnf update
4. Focus on the upgrade process

Actual results:
# dnf update
Updating Subscription Management repositories.
Unable to read consumer identity

This system is not registered with an entitlement server. You can use subscription-manager to register.

the repo you're using doesn't seem complete, you need to see an update to redhat-release-virtualization-host package

QE verified this bug on redhat-virtualization-host-4.5.3-202307191258_8.6

Test steps:
1. Install RHVH-4.5-20230405.2-RHVH-x86_64-dvd1.iso
2. Login to the host, set up local repo and point to the latest build "redhat-virtualization-host-4.5.3-202307191258_8.6"
3. Upgrade the host
