drpm package has been orphaned in Fedora. That means the package will be removed from Fedora unless a packager will adopt it. DNF teams concludes that delta RPM is not a helpful feature for Fedora and recommends disabling drpm feature in createrepo_c. The spec file seems to be ready for flipping the feature using build conditions. Question is whether sombody needs creating non Fedora repositories with Fedora's createrepo_c. Reproducible: Always
