The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
This AVC comes due to custodia not being able to access PCSC tokens.
I think the real question is: do we want/need custodia to read from pcscd? pcscd is the smart card daemon and IPA server, and in particular custodia, doesn't use certs stored by it.
The difference between where this AVC is seen and not seen is that in the STIG configuration pcscd is installed and running and the non-STIG it is not.
So IMHO these are legitimate denials. To avoid them you can try stopping the pcscd service prior to install on all servers.
