Description of problem:
If logwatch is configured with an output type of HTML, blank report emails are sent.

Version-Release number of selected component (if applicable):
7.3.7

How reproducible:
Always

Steps to Reproduce:
1. modify /etc/logwatch/conf/logwatch.conf, add line "Output = HTML"
2. run logwatch via cron or command line
  
Actual results:
Get error that header.html is not located.
[root@vm conf]# /usr/sbin/logwatch 
Can not open HTML Header at /usr/share/logwatch/default.conf/html/header.html:
No such file or directory
[root@vm conf]# ls /usr/share/logwatch/default.conf/html
ls: /usr/share/logwatch/default.conf/html: No such file or directory

Expected results:
Seems the whole html directory is missing from the RPM

Fixed in logwatch-7.3.2-2.fc7.
