Before this update, `puppet-ceilometer` did not populate the `tenant_name_discovery` parameter in the ceilometer configuration on Compute nodes. This prevented identification of the `Project name` and `User name` fields. + With this update, the addition of the `tenant_name_discovery` parameter to the Compute namespace in `puppet-ceilometer` resolves the issue. When the `tenant_name_discovery` parameter is set to `true`, the `Project name` and `User name` fields are populated.

Description of problem:

Setting "CeilometerEnableTenantDiscovery: true" in deployment
templates doesn't set "tenant_name_discovery=true" in ceilometer.conf on compute nodes.

Deployed openstack with the parameter "CeilometerEnableTenantDiscovery" set to True under the templates.. 

Logged into compute nodes and and verified that CeilometerEnableTenantDiscovery is set by default in ceilometer.conf file
