Using an external Ceph cluster in 17.1 is documented in this guide: https://access.redhat.com/documentation/en-us/red_hat_openstack_platform/17.1/html/integrating_the_overcloud_with_an_existing_red_hat_ceph_storage_cluster/index. 

Is any other clarification needed?

I just used that document at a customer doing a fres installation, didn't have a problem.
