Feature: Provide a configuration to enable or disable backing up the old configuration files before overriding. Reason: The backup files were created automatically and there was no way to prevent their creation. They might polute important directories or inadvertently leak possible previous configurations. Result: The backup is now configurable with ssh_backup variable.

Instead of backing up the existing config file every time before applying the changes, have a new option ssh_backup which the user can use to tell the role to not backup the file.  The default is true, backup the file.  see https://github.com/linux-system-roles/ssh/pull/91
