.OpenSCAP rebased to 1.3.8 The OpenSCAP packages have been rebased to upstream version 1.3.8. This version provides various bug fixes and enhancements, most notably: * Fix systemd probes to not ignore some systemd units (rhbz#2219532) * Add offline capabilities to the `shadow` OVAL probe * Add offline capabilities to the `sysctl` OVAL probe * Add `auristorfs` to list of network filesystems * Workaround for issues with tailoring files produced by the `autotailor` utility

Description of problem:
Latest upstream version of OpenSCAP (1.3.8) fixes bugs reported in RHEL and by upstream community, for a full changelog, see:
https://github.com/OpenSCAP/openscap/releases/tag/1.3.8
The API/ABI is fully compatible with previous release shipped in RHEL 9.2.

1. rpm -q openscap
Actual results:
older version of openscap is shipped in RHEL
