xfs only needs to start at level 5

It seems obvious, except if xfs is not used by X when started as startx. Kristian?

Yes, checked once more -- xfs needs to be started, because Red Hat configuration
requires xfs and startx wouldn't work. Of course, question remains, whether we
should xfs as default, but that's probably not something we can resolve in this
bug. For now, this bug is CLOSED/NOTABUG.

Untrue, level 3 doesn't need startx (by definition).
