Description of problem: Max QOS not working if the port in which max qos is configured is used for vlan trunk. Scenario used is HWOFFLOAD Connect X5 nics and ML2-OVS. Updating the bz title As commented in https://bugzilla.redhat.com/show_bug.cgi?id=2217501#c1 the feature is not working properly with offload, vfs are not configured properly
