Description of problem:

* The cu is requesting to include libvma-utils package in RHEL 8. The customer has utilized this package in versions of RHEL 7 and requires it to enable appropriate monitoring of the kernel by-pass functionality provided by network cards/drivers. Without libvma-utils the customer is unable to easily test, certify and troubleshoot business critical connections to third parties.
