Verified.

Tested on Satellite 6.13.3 Snap 1.0 with Version: python39-pulp-rpm-3.18.17-1.el8pc.noarch

Followed steps mentioned in https://bugzilla.redhat.com/show_bug.cgi?id=2170535#c7
Tested 10 runs of the scenario, all capsule syncs succeeded without deadlock, also checked postgres logs and pulp/syslogs to verify no 'deadlock detected'
