Before this update, the data collection service (ceilometer) did not create a resource in gnocchi because of the missing `hardware.ipmi.fan` metric in gnocchi’s resource types. With this update, gnocchi reports fan metrics, which resolves the issue.

@ykulkarn LADA still doesn't seem to find this in the build system even though the change landed October 17th downstream, and this is targeting 17.1.2. Can you check why there aren't builds for this yet? Otherwise this will have to shift to z3 likely. It might already have missed z2.
