One direct way to check if a PVC is read only is to write to it, I believe we shouldn't be implementing this on any exporter. There is some work going on in upstream regarding VolumeHealth, but that is not merged yet. https://github.com/ceph/ceph-csi/pull/4125/commits/98835b296005b2b346af71160397f08ae6ff0a3b

Won't be able to fix it in 4.15
