Initial draft of acceptance criteria:

Given a openstack system basing on RHEL 9.4+, 
When user apply a nmstate YAML file containing Juniper provided setup/teardown script, 
Then nmstate will instruct NetworkManager to create a Juniper Contrail vRouter interface.

The story point would be 5
