Description of problem (please be detailed as possible and provide log
snippests):

After performing hub recovery on regional DR environment, the deployed applications got removed from the clusters.

Please find attached must gather and word file with screenshots.

ocp : 4.13.4
odf : 4.13.0-218

Application is lost, so the workload deployed

1. Setup Region DR environment
2. Perform Hub recovery

Actual results:
Applicaitons (workloads) are removed after hub recovery

Expected results:
All components works without issue.
