+++ This bug was initially created as a clone of Bug #2213056 +++

After rebuilding the python39 module, rpminspect reports invalid looking DT_RPATH's for various .so files.

e.g.: /usr/lib64/python3.9/site-packages/scipy/linalg/_flapack.so has an invalid-looking DT_RPATH on ppc64le: /usr/lib64
