An update of the antlr4-project package has been on hold, waiting for a compatible version of golang-github-google-cel.  Version 0.14.0 or later will work, but those versions require expr.Expr_CreateList.OptionalIndices and expr.Expr_CreateStruct_Entry.OptionalEntry, which the version of golang-google-genproto currently in Rawhide does not generate.  It needs to be updated to at least commit b1a01be3a5f68bda9058e3d49aa7006d83799128, dated 6 Dec 2022, to unblock the golang-github-google-cel and antlr4-project updates.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
