Feature: Adds the ability for the rgw-restore-bucket-index tool to restore the bucket indices for versioned buckets (in addition to its existing ability working with un-versioned buckets). Reason: The tool should work as broadly as possible. Result: The tool now can support un-versioned buckets.

Description of problem:

If a versioned bucket created with num_shards 0 is resharded, the metadata is lost.

The rgw-restore-bucket-index tool helps in recovering the index, but it is yet not supported for versioned buckets.
