This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle. Changing version to 39.

I proposed a PR for Fedora’s numpy package to add a runtime dependency on setuptools on Python 3.12+; that provides a copy of distutils so that the numpy.distutils keeps working. The problem will go away in numpy 1.26, where numpy.distutils is removed, a new meson build system debuts, and upstream officially supports Python 3.12. https://src.fedoraproject.org/rpms/numpy/pull-request/36
