Description of problem:
test_default_sec_grp_scenarios case is failing in ml2ovs ovsfirewall job even after correct tempest config.

1. Run the job and check tempest result.

neutron_tempest_plugin.scenario.test_security_groups.StatelessSecGroupDualStackDHCPv6StatelessTest.test_default_sec_grp_scenarios 
neutron_tempest_plugin.scenario.test_security_groups.StatelessSecGroupDualStackSlaacTest.test_default_sec_grp_scenarios 
these both cases are failing

Expected results:
neutron_tempest_plugin.scenario.test_security_groups.StatelessSecGroupDualStackDHCPv6StatelessTest.test_default_sec_grp_scenarios 
neutron_tempest_plugin.scenario.test_security_groups.StatelessSecGroupDualStackSlaacTest.test_default_sec_grp_scenarios 
These two cases should be skipped.
