Description of problem:

The dockapp should work with other window manager than WindowMaker,
and maybe even without window manager; the Requires WindowMaker
should go away.

Agreed. However the stylization is prefer to usage WM.

Why do you want to force users to use a particular window
manager, and even force them to use a window manager?
No package should ever depend on a window manager.

fmio-2.0.8-10.fc7 has been pushed to the Fedora 7 testing repository.  If problems still persist, please make note of it in this bug report.
 If you want to test the update, you can install it with 
 su -c 'yum --enablerepo=updates-testing update fmio'
