Description of problem:
-----------------------
- A newly deployed RHCS 5.3 cluster is reporting Continuously CephPGImbalance alert in Ceph Dashboard.
- The ceph cluster has pools (cephfs / rbd / rgw) with minimal to no data usage and auto-scalar is enabled "on" on all pools, With recent information, i can see some data on data pools.
- Balancer module is also enabled with upmap mode.

---------------
There is a CephPGImbalance.
