.Metric updating requests are no longer sent to MDS Daemons until they are ready
Previously, in some cases, when there were a lot of clients and these clients
had a lot of known requests needed to be replayed, the metrics
requests would be dropped by the MDS Daemons as the MDS would still be in
the `clientreplay` state. In addition to this, the metric requests would slow down the MDS Daemons.
With this enhancement, metric updating requests are not sent to MDS Daemons until they are ready and everything works as expected.
