Doc Text:	.Metric updating requests are no longer sent to MDS Daemons until they are ready Previously, in some cases, when there were a lot of clients and these clients had a lot of known requests needed to be replayed, the metrics requests would be dropped by the MDS Daemons as the MDS would still be in the `clientreplay` state. In addition to this, the metric requests would slow down the MDS Daemons. With this enhancement, metric updating requests are not sent to MDS Daemons until they are ready and everything works as expected.	Story Points:	---

This bug was initially created as a copy of Bug #2224233

I am copying this bug because: 



In some cases when there are a lot of clients and these clients have a lots of known requests need to replay too, the metrics requests will be dropped by the MDS because the MDS is still in the clientreplay state, and also the useless metric requests will slow down MDS.
