Redirection to a file from 'journalctl -f' does not work in systemd-254-1.fc39.x86_64

Reproducible: Always

Steps to Reproduce:
1. journactl -f > log
Actual Results:  
Failed to add io event source for stdout: Operation not permitted

$ file --mime log
log: inode/x-empty; charset=binary

Expected Results:  
$ journalctl -u cups -f > log
^C
$ file --mime log
log: text/plain; charset=us-ascii

systemd-253.5-6.fc39.x86_64 was working.
