Reproduced it with seabios-bin-1.15.0-2.module+el8.6.0+14757+c25ee005.noarch, boot a guest with 1 virio-scsi disk and 10 virio-blk disks, hitting "No bootable device".

Tested with seabios-bin-1.15.0-2.module+el8.6.0+19580+39804e41.1.noarch, not hit this issue.
1. boot a guest with 1 virio-scsi disk and 10 virio-blk disks, the guest boot successfully.
2. boot a guest with 1 virio-scsi disk and 16 virio-blk disks, the guest boot successfully.

Tested seabios test loop, no new bug was found. And according to Comment 5, set status to VERIFIED.
