Description of problem:
systemd-252-16 introduced a regression where libvirtd process exits after 120s of inactivity

Version-Release number of selected component (if applicable):
252-16

How reproducible:
- start libvirtd
- wait for 120 seconds
- libvirtd is shutdown

Actual results:
- libvirtd is sthudown

Expected results:
- libvirtd process should stay up

Additional info:
bug discovered in Openstack upstream CI and reported in launchpad https://bugs.launchpad.net/neutron/+bug/2029335
