The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Steps to Reproduce:
1. dnf -y install microcode_ctl-20230214-2.el9
Actual results:
An error message is displayed together with other installation-related output.
Expected results:
No unexpected error messages.

Could there possibly be some relation with bug 2213022?

Additional note: I spotted and reproduced this bug on a system with multilib enabled, but I'm not sure at all if there can be any relation.

Easily reproducible when the package is being newly installed and not upgraded.
Verified with microcode_ctl-20230214-4.el8. There are no errors during installation of the rpm on RHEL-8.9.0.
[root@intel-localhost ~]# uname -r
4.18.0-511.el8.x86_64
[root@intel-localhost ~]# rpm -q microcode_ctl
package microcode_ctl is not installed
[root@intel-localhost ~]# yum -y install microcode_ctl
