Description of problem:
When there is a more or less complex setup of Spam filter rules and I commit a
change in the Sender filter all the rules in Spam filter gets removed and have
to be setup again.

Steps to Reproduce:
1. Fill some Spam filter rules
2. Go to the Sender filter, change something and save it
3. Go back to the Spam filter -- all rules are gone

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
