This is a tracking bug for Change: Migrate NetworkManager ifcfg profiles to keyfile

Per the changelog, this was implemented in https://koji.fedoraproject.org/koji/buildinfo?buildID=2272124 : "Enable automatic migration of ifcfg profiles to keyfile:
  https://fedoraproject.org/wiki/Changes/MigrateIfcfgToKeyfile"

So, setting to ON_QA.
