One important piece of info is we are using "sudo dnf -y install rhosp-director-images-x86_64.noarch rhosp-director-images-ipa-x86_64" images and not the hardened ones. A new version of the rhosp-release, the package which installs /etc/rhosp-release, is available as part of bug fix https://bugzilla.redhat.com/2232171. It is possible to either perform a "dnf update" on a deployed overcloud node, or to updated the director images prior to install via virt-customize using https://access.redhat.com/articles/1556833. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
