Doc Text:	Before this update, if you used RHOSP dynamic routing in your RHOSP environment and you created a load balancer by using the RHOSP Load-balancing service (octavia), the latency between the Controller nodes might have caused the OVN provider driver to fail. With this update, load balancers are successfully created when using the OVN provider driver on Controller nodes that are experiencing latency.	Story Points:	---
