* Does the service require post-rpm-installation configuration in order to be useful (for example, does it need manual edits to a configuration file)?

No.

* Does the service listen on a network socket for connections originating on a separate physical or virtual machine?

No.

* Is the service non-persistent (i.e. run once at startup and exit)?

No.

* What is the exact name (or names) of the systemd unit files to be enabled?

cloud-config.service
cloud-final.service
cloud-init.service
cloud-init-local.service

* Is this request for all Fedora deliverables or only for some Editions (list them)?

This will apply to the default preset but is expected to be leveraged primarily by the Cloud Edition and derivatives of it

Please put this in 90-default preset, we don't need anything separate for this.

This is my first time messing with presets, honestly. Would I need to get a FESCo change written up and then just make a PR to the appropriate repo once it's approved?

That's how we did it with Azure's walagent.
