dnf was un-protected for the DNF 5 Change, but we have reverted that Change. dnf should be protected again. This has also been reported at https://github.com/rpm-software-management/dnf/issues/1982 : I am reporting it in Bugzilla so we can get it into F39 Beta. Proposing as a freeze exception as I don't think it hits any of the blocker criteria, but we really really should get this in. Reproducible: Always Steps to Reproduce: 1. Install Fedora 39 2. Try and remove dnf Actual Results: You're allowed to Expected Results: It should be protected and you shouldn't be allowed to remove it
