Confirm that this is regression, it is reproducible on the 6.14 and stream, but not on the 6.13

So after some investigation, It looks to me that the issue is not coming from the foreman_discovery
nor from the host create form, but from the katello, specifically from the `distribution_repositories` method
in the kickstart_repos method [0].

When you load the form for the first time, the `distribution_repositories` returns an empty array,
but if you re-select architecture and OS again, then it will return an array with synced media.

Moving to the content component as I'm not familiar much with the logic behind Katello & assigning sync media to the OS.
