The FIDO Device Onboard servers need policy changes (https://github.com/fedora-selinux/selinux-policy/commit/368217b181b0a6c38b38c8bf4ca33ccb8897331c) for proper functionality. 

This was already built in Rawhide (selinux-policy-38.26-1.fc40), could we have a build for Fedora 39?

Proposing as a Freeze Exception for Fedora 39 Beta, without this fix FDO servers will not function properly.
