Description of problem (please be detailed as possible and provide log
snippests):

Ramen Metrics instance gets skipped when DRPC creation fails or errors out in the initial stages. this results in nil pointer error later when setting metrics like lastSyncTime.

Rakesh, we hit this issue (in https://bugzilla.redhat.com/show_bug.cgi?id=2235245) during an internal upgrade within 4.14. 
Can this backport fix in 4.13.4 be verified through an upgrade from 4.12 to 4.13? Any other ways to verify the fix?
