[RFE] Add option to backup only local repositories

3. What is the nature and description of the request?

Currently, satellite-maintain backups can include either all repositories, or none of them.  Adding an option to include local repositories (i.e. repositories that have no upstream URLs) would be very helpful.

4. Why does the customer need this? (List the business requirements here)

Backing up all RPMs is unhelpful when repositories can be synchronized, because they can needlessly increase both the time and storage required to export and import a backup.

Backing up no RPMs can be problematic when customers create local repositories, because they may not have a good way to retrieve those RPMs if they are not included within the Satellite backup.

Adding an option to back up just the local repositories can address both of these problems, and will be more helpful than either of the two existing options in most cases, for most customers.

- add a syncable repository to a satellite server
- add a local repository to the satellite server and upload a third-party package to it
- create a backup of just the local repositories
- check the backup to verify that the contents of the local repository are there
