Verified by following the reproducer in comment 0.
With a non-Administrator user(*), I was able to schedule different remote jobs (via All Hosts -> Schedule Remote Job),
like, Script, Package, Service, Ansible, etc. All job executions were successful.

(*) I tried with a non-Administrator user with all the roles assigned,
as well as with all roles except "Organization admin" and "System admin" assigned.
