testcloud-0.9.10 provides a new api to construct libvirt domains which tmt will depend on in a few days. Leaving old release in the f39 repositories will make tmt's CI fail till the 39 Beta Freeze lift.

Pulling in the new version is low-risk, even though testcloud is also critical part of our QA workflow for Cloud images testing, the cli part which is used by the QA, is using the legacy/untouched code-path.

The decision to classify this bug as an AcceptedFreezeException was made:

"There is low risk of pulling this in as the new release contains additional code paths for tmt, while the cli we use still relies on the legacy code paths."
