For Fedora 39+, GNOME is supposed to expose the fractional scaling modes by default.

This is particularly important given the increasing prevalence and focus on HiDPI displays.

Reproducible: Always

Steps to Reproduce:
1. Open to GNOME Control Center
2. Go to Displays
3. Attempt to select 125% scaling
Actual Results:  
125% is not available

Expected Results:  
125% is available and can be set

Proposed as a Freeze Exception for 39-beta by Fedora user ngompa using the blocker tracking app because:

 This is a feature the Workstation WG wants to have accessible by default for the beta release.

The decision to classify this bug as an AcceptedFreezeException was made:

"This is an important feature for a lot of folks these days, many monitors really expect to be used with 150% or 125% scaling (I'm using two such here). Several of us have been using fractional scaling for years and it broadly works fine. It makes sense to do this for Beta rather than changing it between Beta and Final, and the change itself is small and can't affect anything else."
